RCI Knowledge Café Discussed Human Capital Development and Service Delivery.
On 4th October 2024, Rwanda Cooperation Initiative (RCI) hosted Dr. Ibrahim C. Musobo, a distinguished consultant as a guest speaker on interface between Human Capital Development and Improved Service Delivery in Rwanda.

Rwanda Cooperation undertakes lectures under weekly Knowledge Café, a platform dedicated to fostering learning, teamwork, collaborations and effective internal communication for increased productivity.

This week’s session corresponds with Rwanda’s Vision 2050 (pillar One), goal six of the 2nd National Strategy for Transformation and goal six of RCI Strategic Goal which emphases improving staff competencies.

Dr. Musobo, who has been residing in Rwanda since 2002, opened his presentation by defining Human Capital Development (HCD) and placed it into Rwanda’s operating context. He also emphasized the significance of service delivery in driving Rwanda’s Vision 2050.

His presentation covered Rwanda’s extensive investments in education, skills development, health sector improvements, youth empowerment, performance contracts (Imihigo) and digitalization of public services.

“There is intricate correlation between a healthy population and prosperous nation,” Dr. Musobo noted while underscoring how different countries come to Rwanda to benchmark on its progress based on demonstrable results achieved. Since its inception in 2018, RCI has exchanged Rwanda’s knowledge resources relating to post-genocide transformation with 6993 delegates, 65 countries and 5 inter-government and non-governmental organizations.

While the guest speaker cited Rwanda’s commendable human development indicators with corresponding praises, he also advised RCI team: “Remain humble, keep getting out of your comfort zone and avoid complacency.”

He never hides his admiration for Rwanda’s remarkable progress sharing related stories with diverse audiences in and outside Rwanda.

While Dr. Musobo commends Rwanda’s digitalization of public services to facilitate access and efficiency, he noted some challenges remain, in the realm of human capital development, including youth unemployment and service delivery.

He expressed optimism that Rwanda’s mass investments in public capital development will translate into further service delivery improvements by expanding e-government initiatives, continuous building of capacity, and strengthening monitoring and evaluation mechanisms. “As RCI continues to expand its visibility, more will come to learn from you. Keep expanding your learning zone,” Dr. Musobo responded to attendant’s question relating to advice to RCI.

RCI COO, Dr. Willy Mugenzi, thanked Dr. Mosobo’s generosity with his resources, specifically time and intellectual insights. He also thanked RCI team for attending Friday’s Knowledge Café and asked each and everyone to keep reflecting on the shared insights on Rwanda’s Human Capital Development processes and its influence on service delivery in RCI and beyond.
