Rwanda Hosts Eswatini Revenue Service for Benchmarking on Revenue Administration
In the framework of South-South Cooperation and knowledge sharing RCI has undertaken two projects currently under implementation in Integrated Financial Management Information Systems (IFMIS) / UMSEBE and the technical assistance for procurement reforms through their Ministry of Finance.

RCI welcomed a delegation from the Eswatini Revenue Service (ERS) for a study visit from 20th to 23rd April 2026. The visit aimed to benchmark the implementation of Competency-Based Human Resource Management (CB-HRM) and the development of job profiles within a modern revenue administration.

Learning from Rwanda’s Revenue Administration Model

Through engagements with the Rwanda Revenue Authority (RRA), the delegation explored Rwanda’s experience in embedding CB-HRM as a strategic tool to enhance institutional performance. Discussions focused on how competencies are defined and aligned to organizational strategy, and integrated across key human capital processes including recruitment, performance management, learning and development, and succession planning.

The delegation gained practical insights into the development of competency-based job profiles, assessment of competency gaps, and approaches to maintaining a dynamic and relevant competency framework in an evolving, digitalized environment.

Technology and Systems for CB-HRM

A key highlight of the visit was a demonstration of RRA’s HR digital systems, showcasing how technology supports competency tracking, performance monitoring, and data-driven workforce planning.

Strengthening Institutional Capacity and Collaboration

The study visit provided ERS with practical knowledge to support the ongoing implementation of its CB-HRM framework, including strengthening talent management processes, improving job profiling, and building internal capacity for sustainability.

This exchange reflects Rwanda’s growing role as a center for knowledge-sharing in public sector reform, and highlights the importance of peer learning in advancing efficient, accountable, and performance-driven institutions across the region.

Since 2018, Rwanda Cooperation Initiative (RCI) has hosted 30 delegations of 258 delegates in total from the Kingdom of Eswatini.
